Foreword | Investigations into the widespread possession of online child sexual abuse images reveal enormous variety in the types of images collected by adults with a sexual interest in children. While there is almost universal condemnation of the sexual exploitation of children through such images, it is not possible to define precisely what constitutes an illegal child sexual abuse image. This is because the concept is broad, changeable and, at the margins, elusive.

Foreword | Underground banking, where money is transferred through informal rather than formal banking sectors, is a recognised method by which legitimate remittances from overseas workers are routinely transferred. However, underground banking has also long been regarded as a conduit for money laundering by criminal organisations and arguably by terrorist networks.
Foreword | This paper reports the experience of Queensland police in the investigation of predatory behaviour by men seeking sex with children through online chat rooms. It reports on the 25 investigations into online grooming completed by the Queensland Police in the period June 2003 and September 2004 under the code name Task Force Argos, and includes a discussion of three successful prosecutions.
Foreword | Australia's immigration rate is among the highest in the world. Migrants face special challenges integrating into a new country, especially if their language, skin colour, religion or cultural practices set them apart from mainstream society. To assess the experiences of crime among migrants, the Australian component of the 2004 International Crime Victimisation Survey oversampled migrants who were born or whose parents were born in Vietnam or the Middle East.
