Stealing telecommunications services

Smith considers how to best regulate the provision of telecommunications services so as to minimise the opportunities for theft while at the same time deterring potential offenders from embarking on acts which use telecommunications equipment for personal gain. He does this by examining the extent of the problem, the legal background, how services are stolen, policies for the 21st century, and the role of crime prevention.
