The Global Programme Against Trafficking in Human Beings aims to bring to the forefront the involvement of organised crime groups in human smuggling and trafficking and promote the development of effective criminal justice responses to these problems. The Programme has started its activities with a pilot project in the Philippines. This document considers the state of existing knowledge with respect to transnational organised crime and smuggling and trafficking activity from the Philippines, and institutional responses to transnational organised crime and smuggling and trafficking activity from the Philippines.
