Abstract: 

This study is concerned with the issue of internal consistency in sentencing. It looks at whether, within a particular State, like Federal cases are decided alike and with the issue of external consistency in sentencing, that is, whether Federal drug offenders in one State receive much the same sentences for similar crimes as Federal drug offenders in another State.
