What is CPTED? Reconnecting theory with application in the words of users and abusers

Crime Prevention through Environmental Design (CPTED) is a multi-faceted approach to crime reduction that draws upon theories from environmental criminology, architecture and urban design. It requires the commitment of agencies as diverse as police, planners and housing developers. The importance of CPTED as a crime reduction approach has been formalised through strategy, policy and regulation. This presentation is based on findings from interviews with incarcerated, adult, male burglars and ten Designing out Crime Officers, in England and Wales. The findings reveal key similarities between the users and abusers of CPTED, confirming and elevating the significance of features such as surveillance. However, other features of design traditionally considered as critical to burglary risk are given less importance.

Dr Leanne Monchuk has worked in the field of criminology and crime prevention since 2006 and has a specific interest in the field of designing out crime and CPTED. She has recently been awarded a Doctor of Philosophy (PhD) for her thesis ‘Crime Prevention through Environmental Design (CPTED): Investigating its application and delivery in England and Wales’.

Dr Monchuk has worked on a number key projects in the field, including: the re-evaluation of the UK’s Secured by Design scheme; Home Office funded research exploring the links between design and crime; assisting the Abu Dhabi Urban Planning Council in developing a Safety and Security Planning manual, and Home Office funded research to examine the feasibility of introducing a National Police Crime Prevention Service. Dr Monchuk has worked alongside the Sydney Institute of Criminology on the Parliamentary Inquiry into CPTED in Victoria (Australia). 

Dr Monchuk has published extensively on the subject of designing out crime and has co-edited two special edition journals: ‘International Perspectives on Planning for Crime Prevention’ (Built Environment Journal) and ‘Designing out Crime: Voices from the Fields’ (Safer Communities Journal).
