It is often said that 'prevention is better than cure'. Strategies to fight consumer fraud internationally often concentrate on the message that 'if it sounds too good to be true, it probably is'. Consumer education and awareness raising are often seen as the panacea to consumer fraud, but is it the cure or just a fig leaf to cover the lack of an effective national and international law enforcement response? Mike Haley, the Director of Interventions at the UK National Fraud Authority and previous Director of Consumer Protection at the UK Office of Fair Trading, challenges the presumption that consumer education is the key to stopping scams.

Mike Haley is the Director of Interventions at the National Fraud Authority (NFA) where he heads a Directorate whose mission is to work in partnership across the public and private sectors to tackle the most serious and harmful fraud threats and improve the support provided to victims of fraud.

He chaired the National Identity Crime Task Force Board, which produced the first ever national Strategic Threat Assessment on Identity Crime, and currently chairs the Mortgage Fraud Forum and the Mass Marketing Fraud Task Force.

Prior to the NFA, he spent eight years at the Office of Fair Trading (OFT) where he was the Director of Consumer Protection. At the OFT, he led teams charged with the enforcement of consumer protection legislation across the economy and introduced a strategic and multi-agency approach to counter the harm from mass marketing fraud, which included the innovative use of high profile public awareness campaigns and the creation of the ‘Scambusters’ team.

Mike has a long track record of effective delivery in a wide range of public sector counter-fraud agencies including the NHS Counter Fraud and Security Management Service—where he was Head of Strategy—the London Borough of Ealing Housing Benefit Investigation Team and HM Customs and Excise.

He is an accredited Counter-Fraud Specialist and a member of the Institute of Counter-Fraud Professionals. Mike has a first class Honours degree in Social Policy and Criminology.
