David is the Director of Research, Evaluation and Modelling in the New Zealand Ministry of Justice. His team publishes statistical reports on justice issues, forecasts the prison population, evaluates a range of programs within courts or other elements of the justice system, and models proposed policy or operational changes. David holds a doctorate in public administration from the University of Southern California.
