Introduction

Professor Hans-Jürgen Kerner is Professor of Criminology, Juvenile Law, Corrections, and Penal Procedure Law at the University of Tübingen, State of Baden-Württemberg, Federal Republic of Germany. He is an internationally recognised authority on issues relating to crime statistics, juvenile delinquency, criminal career development, professional and organised crime, theory and practice of penalties and measures, and victim-offender reconciliation. He has written extensively in these fields. He is Director of the Institute of Criminology of the University of Tübingen, and -inter alia - President of the German Crime Prevention Foundation, and Honorary President of the International Society for Criminology.
