Five projects received national awards

The Bridge Project (Victoria)

Award: $15,000 and National Certificate of Merit

YMCA is the only non-government agency to have contact with every young person in custody in Victoria on a daily basis. Led by a 30 member community council, the project combines the expertise of the YMCA in youth justice with motivated leaders from the business, corporate and community sectors. The program is funded by Proceeds of Crime Grant and the Victorian Government—Victoriaworks program.

The long-term goal of The Bridge Project is to provide support, training and employment opportunities to young offenders in Victoria trapped in the recurring cycle of crime, poverty and imprisonment. To date, the project has worked with 170 young offenders and achieved the following outcomes:

  • 131 youths completed pre-employment and work readiness training;
  • 105 commenced employment supported by a work mentor; and
  • 84 are engaged in full-time work.

Participants of the program have a recidivism rate of three percent compared with the general recidivism rate of 66 percent.

Bsafe Pilot Project (Victoria)

Award: $10,000 and National Certificate of Merit

Bsafe is a personal alarm system and risk management option for people escaping family violence and sexualised assault perpetrated by intimate partners. The project is funded for three years by the National Community Crime Prevention Programme.

Bsafe has two long-term objectives:

  • to reduce homicides, assaults, sexualised assault and recidivism relating to family violence so that victims can remain safely in their own homes and communities; and
  • to strengthen the relationship between the police, the family violence, health and community sectors and the community.

Bsafe has been highly successful in:

  • reducing perpetrator violence and recidivism, notably the incidence of physical violence;
  • increasing accountability for perpetrators of family violence;
  • increasing clients’ and their children’s feelings of safety;
  • supporting clients and their children to remain in their own homes and communities while increasing their access to relevant support services; and
  • providing an integrated response to family violence by strengthening the relationship between key stakeholders.

Operation Newstart Victoria (Victoria)

Award: $10,000 and National Certificate of Merit

For each Operation Newstart program, eight youths per school term participate in challenging, outdoor, recreational, vocational and therapeutic experiences, supported by a team of professionals from the education sector, police and mental health services. Each program has a police officer and teacher as facilitators and several programs have social workers, psychologists or mental health clinicians attached. Student/parent workshops are integral with follow-ups over two years after completion. Participants are referred into the program through more than 250 state secondary colleges.

Funding is delivered in kind through Victoria Police (provision of police facilitators), DEECD (provision of outdoor education teachers), Save the Children (provision of food requirements), Royal Children’s Hospital (provision of psychologists) and philanthropic organisations.

Tangible benefits have been:

  • a reduction in court appearances;
  • fewer indictable charges;
  • fewer police cautions;
  • higher school retention rates;
  • better employment opportunities; and
  • significant increase in training apprenticeships.

Dubbo Transformation Strategy (New South Wales)

Award: National Certificate of Merit

The Building Stronger Communities Strategy was formally launched in January 2007 and is being implemented in seven priority locations across New South Wales, including Dubbo, where it builds on existing community renewal efforts. Under the strategy, former ‘West Dubbo Gordon Estate’ public housing tenants were to be relocated to more appropriate housing over a three to five year timeframe to renew the area. It was announced that a complete exit of the public housing estate would occur. There were in excess of 300 public housing properties on the site.

Housing NSW provides funding through its existing budget, with almost half of the estimated cost coming from the sale of properties. This strategy is guided by the Dubbo 2020 Vision Plan published by Dubbo City Council which details the actions and performance indicators that need to be undertaken by government, community, the Aboriginal Community Working Party and the business community over the next 20 years.

Housing NSW contributes approximately $7 million annually to the Dubbo economy through the provision of housing and housing-related services. The redevelopment of the West Dubbo public housing area continues to provide jobs to the local community, revitalises West Dubbo and ultimately increases the value of all properties in the area.

Project Patch—Kelvin Grove Urban Village (Queensland)

Award: National Meritorious Police Award

Project Patch develops comprehensive approaches to the affordable housing community including:

  • implementation of community-based policing strategy for Kelvin Grove Urban Village where each building has an appointed local police officer and personal, consistent service;
  • interagency domestic violence and child safety meetings;
  • joint safety reviews/audits;
  • creation of Community Development Officer;
  • improved tenant placement processes;
  • enhanced information sharing between stakeholders; and
  • enhanced tenant induction process to support the critical early residency phase.

The project group is a working example of governance through social partnerships. The group binds together a broad range of government and private not-for-profit agencies with multiple agendas and goals. The long-term goal is for residents to become less socially isolated and able to positively participate in the civic and economic community life.

As a result of the program, police calls for service were reduced by 57 percent, domestic violence incidents were reduced by 70 percent and residents are now part of an inclusive, safe community.
